Cornelis Soetens was a Dutch draftsman, publisher, lithographer and bookseller. He was born on October 28, 1800 in Klundert. After wandering through Belgium and France, he finally settled in Den Haar where he founded the lithographic printing company Soeten & Fils. In 1860 Soetens was granted a concession for the construction and operation of a rail route (horse tram) from The Hague to Scheveningen, which was withdrawn in 1862. Soetens died on April 29, 1865 in The Hague
